This report from the
National Institute of Building Sciences to the U.S. Congress summarizes high
performance buildings that conserve energy while improving environmental impact,
functionality, human comfort and productivity. The High Performance Building
Council was formed in April 2007 to assess the state of knowledge in building
performance and constraints imposed by design and performance standards. This
study emphasizes the building life cycle that spans "design, construction,
operation, occupancy, repair, usability, extendibility and retirement." Indoor
air quality, energy conservation, accessibility, enhancing worker productivity,
historic preservation, and aesthetics were identified as important goals.
Recommendations are provided.
